Bug

Labels do not display when "Clip to current data driven page extent" is used and the labeled layer is within a excluded group layer. If the labeled layer is not a group layer and is excluded, the labels display fine.

Workaround

Move labeled layers outside of group layers and directly set the layer to be excluded.
