Labels do not display in a map service in the following instances: * The data resides in an enterprise database or geodatabase accessed with operating system authentication. * A join is established between two datasets in the database when working in ArcGIS Desktop. * The publisher’s Windows account is different from the ArcGIS Server Windows account.

Additional Information
The issue is not reproducible when tested with the latest version of ArcGIS Enterprise.Workaround
- Remove the join, or perform the join in database management system (DBMS) instead of in ArcMap.
- Connect to the database with database authentication instead of operating system authentication.
- Run ArcMap with the same Windows account running ArcGIS Server, and then republish the map service.
