Line label types such as river placement are processed as lines, and labelling will occur after initial cooking and thus update at each LOD based on the situation in terms of the shape of the line and conflicts.

Workaround

Using horizontal line placement (which processes as points) encourages a greater number of line labels to be retained. Alternatively, to retain specific positioning and control over labels, convert lines to points for labeling. For example, "Never remove" will force such labels to display.
