This bug is not addressed in version 3.x of the ArcGIS Maps SDK for JavaScript-based Map Viewer Classic app. However, the new Map Viewer based on ArcGIS Maps SDK for JavaScript 4.x allows modifying the transparency of a map image layer while successfully displaying labels published by ArcGIS Pro. - Change the layer's transparency prior to publishing.
- Share the layer as a feature service.
- Use Map Viewer rather than Map Viewer Classic.
