ArcGIS Web AppBuilder does not support label filters, as they are not supported in ArcGIS Online Map Viewer Classic. This limitation is due to ArcGIS Web AppBuilder uses ArcGIS Online Map Viewer Classic. Label filters were added as a feature to ArcGIS Online Map Viewer and are compatible with 4.x JavaScript applications, such as ArcGIS Experience Builder.Workaround
Remove the label filter or use ArcGIS Experience Builder.
