This issue is addressed in ArcGIS Pro 3.6.Workaround
Configure the labels in the web map in ArcGIS Online/Portal for ArcGIS Map Viewer and update the map in ArcGIS Pro. Refer to this documentation: https://pro.arcgis.com/en/pro-app/latest/help/projects/add-maps-to-a-project.htm#ESRI_SECTION2_6C1D63455E4A4110809D2FB322E5C32E for instructions.
Alternatively, ungroup the feature service layers in the web map before importing it into ArcGIS Pro.
