This issue is closed as non-reproducible. If there is a reproducible case, contact Technical Support.Workaround
Convert the labels to annotation using the Tiled Labels To Annotation geoprocessing tool. The annotation features draw across tiles, preventing them from being cut off at tile edges.
Before running Tiled Labels To Annotation, first run the Map Server Cache Tiling Scheme To Polygons geoprocessing tool to create the polygon tiles to use as input for the Tiled Labels To Annotation tool.
