Bug
Labels are not retained for features that fall within an index layer area, but close to its border when the map series is clipped to the index feature in ArcGIS Pro.

Additional Information
The labels for this map are set to place to the upper right of the Points of Interest (POIs). When the POI is on the right-hand edge of the map, the label cannot be placed as it would be outside of the map. To resolve this instead of selecting the top-right of the point position, choose the best position and then set the upper right zone to 1, the upper left zone to 2 and the rest to 0 to block those positions for placement. This way, the label will be placed to the upper right position except when it is unable to. In those situations, it will be placed to the upper left.Steps to Reproduce
