Labels are not displaying in Print Preview when using a custom page size, setting the scale range of the map at a specific scale, and setting the out beyond scale range for labels in ArcMap.

Workaround

In ArcMap 10.7, the issue is not reproducible if the view is changed to Layout view and set the scale range and out beyond scale.

1. Add the feature class into the map and label the features.
2. Change the Data view to the Layout view.
3. Set the scale range at 1:3, 000, 000 and out beyond scale range for labels at 1:3, 500, 000.
4. Navigate to File > Page. Click Print Setup > Custom Size (35cm x 35cm).
5. Navigate to File. Click Print Preview. Notice the labels appear.
6. Watch Video: Layout.

 Note: In ArcMap 10.6, the issue is not reproducible if the scale range is set after changing it to the layout view. Watch Video: 10.6.
