Additional Information

Number formatting in ArcGIS Pro is not preserved on publishing, it is simply a display option in ArcGIS Pro. If users want to limit the number of decimal places used using Arcade, use the Round function to control decimal places (e.g. Round($feature.fieldname,2)).

Workaround

Publish the annotation layer or the web layer as a tile layer in order to bring in correct labels to ArcGIS Online.
