The problem lies with how ESRI Japan localized the XML file. Since the script tool is written entirely in Japanese, including the names of the parameters, the XML file must also reference the parameter names in Japanese. What's happening is they are creating a tool with parameters whose names are written in Japanese. The XML however has the parameter names listed in English. I tested this by changing the parameter name in the XML to Japanese and when I did the side panel Help worked. ESRI Japan has two options. They can either: 1. Localize the XML further by making all the parameter name references Japanese (See attached BMP)2. Change the parameter names in the script tool to English I'm attaching an updated version of the XML where I've changed the name of the input parameter to Japanese. If you import this XML into the toolbox/tool attached to the CR, you'll notice the dialog side panel Help (context Help) works for that parameter.
