Workaround
- Convert or export the KML file to a shapefile in ArcGIS Pro. A known limitation of the KML To Layer geoprocessing tool is that it truncates any information contained in the <ExtendedData> element.
- Directly edit the KML file to remove the problematic tags.
- Use ArcGIS Online Map Viewer Classic.
