Workaround
The behavior is not replicable with following methods and these can be considered as workarounds if feasible:
- Download the data as a shapefile or file geodatabase from ArcGIS Online item details or Hub site and then use 'Layer to KML' tool in ArcGIS Pro. The KML falls at the correct location.
- Open the hosted feature service in ArcGIS Online map viewer, navigate to Analysis, Tools and Extract Data and extract the data as KML. Add this KML to ArcGIS Pro, it falls at the correct location.
