This issue is not reproducible in ArcGIS Pro 2.6.Workaround
- Launch Python Command Prompt.
- Ensure the cloned environment shows up by default, type Jupyter Notebook, and press Enter.
- Pip install ipykernel > Python - m ipykernel install --user--name=<env_name>
