Additional Information

The model created in ArcMap carries forward the bug, but the issue is resolved in ArcGIS Pro when building the model anew.

Workaround

  1. Add an intermediate Make Feature Layer tool between the target or join inline variables and the Spatial Join tool.
  2. Create a new model from scratch in ArcGIS Pro.
