Additional Information
This issue is not reproducible. The layer works as expected in the analysis.
Workaround
** Requires ArcGIS Pro installed and licensed to the user's ArcGIS Online account.
- Open ArcGIS Pro.
- Add the table and the Living Atlas layer in ArcGIS Pro's Contents.
- Right-click the table from the Contents pane > Join and Relates > Add Join.
- Fill in the join parameters in the Add Join geoprocessing window.
- Run the Add Join tool.
