Additional Information
This bug is partially fixed in ArcGIS Pro 3.4 with non-English parameters of the file paths working so the user can run the tool. The fix is implemented in ArcGIS Pro 3.5, where attribute values that are non-English appear in the correct language.Workaround
There is no workaround for ArcGIS Pro 3.3 and earlier versions.
