Additional Information
Thank you for submitting this issue. The team recognizes the frustration around the difficulty of supporting the locale query parameter. The ArcGIS Hub team is always continuing to modernize its web technology to use web components throughout the application, which at this time do not support the locale parameter. This defect is a result of that limitation, and the ArcGIS Hub application does not support the use of a locale URL query parameter across routes.
The ArcGIS Hub application does properly translate system strings based on the browser's set locale. The ArcGIS Hub application does not automatically translate user-supplied strings. In order to consider and prioritize additional language features, the ArcGIS Hub team recommends reviewing the Esri Community Ideas forum for similar cases or opening up a formal enhancement request through Esri Support Services.
Workaround
The ArcGIS Hub team recommends using the browser's locale setting, which properly translates system-supplied strings. Additionally, enabling the translation capability found under beta settings provides a translate-in-page action on the left side for end users. This action translates customer-supplied strings.
