Workaround
While changes to the text symbol's horizontal alignment cannot be made at the Legend level, this change can be made for each legend text item. Select the specific legend text item from the Legend (or legend item) and then go into the Text Symbol properties to make the change. Legend text items are available from the dropdown in the ribbon (Legend tab) or in the Element pane.
