Additional Information

This issue seems to be caused by the implementation of SedgmLayerInfoWrapper which is suspending the events which automatically request a dynamic layer when visibility changes. If this issue still occurs with the latest version of the ArcGIS Runtime SDK, please reach out to Esri Support Services.
