Additional Information
This is a known limitation. Hardware, including GPUs and CPUs, must be supported by the manufacturer. Intel has discontinued the HD4000, and the driver software is labeled as 'End of Life'.Workaround
Use any previously supported version of the ArcGIS Maps SDK for JavaScript that is compatible with those GPUs.
