Issue occurs in ArcGIS Pro 2.3 and ArcGIS Pro 2.3.1 when comma is set to be the decimal separator in the operating system. Geodatabase topology cannot be created correctly if the separator in the operating system is a comma. The setting can be changed in the Control Panel > Clock and Region > Region > Additional settings > Numbers tab. Change the Decimal symbol.
