InternetTiledLayer contained in a Basemap Layer can draw incorrect LOD tiles for a given service, such as Bing, if the request for a tile fails and yet still return success for draw.

Close ArcMap, re-open and then clear the cache from ArcMap Options->Display Cache tab.
