Workaround
Here is what I did in order to setup ArcGIS server java as home server for ArcGIS Explorer 480, after unzip the file over to the specified location or rename the folder name to arcgisexplorer480. I edited the server.xml file for the internal tomcat to configure virtual directory. C:\Program Files\ArcGIS\java\manager\service\tomcat\managerappserver\conf\server.xmlAdd following line under the HOST tag, <Context path="/arcgisexplorer480" docBase="arcgisexplorer480"/>Then save the file, restart ArcGIS Server Manager Service, and ArcGIS Server Object ManagerThen, open ArcGIS Explorer > File > Set me server > http://<machine name>:8399/arcgis
