The command docker pull 'esridocker/arcgis-api-python-notebook' is not an Esri maintained command. According to the Esri documentation, the supported command to install the ArcGIS API for Python as a Docker image is 'docker pull ghcr.io/esri/arcgis-python-api-notebook'.
