Initialize License when starting ArcMap or ArcCatalog with a borrowed concurrent use license needs several minutes if the license manager is not set with port@host, and if the machine is offline.

Additional Information
ArcGIS Desktop (including ArcGIS Engine and ArcObjects) is in mature support and will be retired March 1, 2026. Mature support means the end of functionality-based patches and hotfixes; therefore, this issue will not be addressed. There are no plans for future releases of ArcGIS Desktop, and it is recommended that you migrate to ArcGIS Pro. In ArcGIS Administrator, set the license manager as port@host or port@ip-address.
