Per the steps to reproduce this issue, the described behavior does not occur as of ArcGIS Enterprise 11.1. Please contact Esri Support Services if the behavior persists in ArcGIS Enterprise 11.1 or later versions of the software.Workaround
Stop and start the DynamicMappingHost service.
