Incorrect date is returned by the Query widget when the layer is published as a map service to ArcGIS Enterprise when the time zone is set as UTC+00:00 Dublin, Edinburgh, Lisbon, London.

Additional Information

It is currently as designed in the service. The widget queries dates in UTC from a map/feature service based on the REST API contract. However, when the date time values are passed in a where clause, map/feature service requires that date time values be in the time zone they are stored in the underlying database which is different than the REST API contract's with epoch values.
