EllipticArcBuilder is deprecated in ArcGIS Pro SDK for .NET 3.0. EllipticArcBuilder is replaced by EllipticArcBuilderEx which is available in ArcGIS Pro SDK for .NET 2.9. EllipticArcBuilderEx works as expected.
