Additional Information
The current data source for the area(s) in question for the bug is the State of Florida, not the South Florida Water Management District (SFWMD). The SFWMD used to provide Esri with imagery but has not for several years. The current imagery received for these areas is from the State of Florida and is attributed accurately on the basemaps (and in the Imagery with Metadata map: https://www.arcgis.com/home/item.html?id=c03a526d94704bfb839445e80de95495).
Workaround
If other imagery sources for areas are needed, users can access content through the Wayback Imagery app: livingatlas.arcgis.com/wayback
