Workaround

Run the XSLT Transformation tool on the item having the original imported FGDC metadata. Use the 'generate metadata template.xslt' file as the input XSLT file in this tool. Take the output of the tool and use it in Import Metadata for the desired target items. This preserved the Distribution Transfer option of the hard disk. It went directly from ArcGIS metadata format to the target item without being translated to FGDC. It avoids the problem of FGDC formatting. However, when the FGDC-formatted output metadata output by ArcGIS needs to be used by other products, the property might not be recognized.
