Additional Information
To copy and paste features, the map or table needs to have focus. If the Contents pane has focus, copy and paste will copy layers. Verify that the map or table has focus before using Copy/Paste/Paste Special. As an additional note, copying and pasting features or rows does not consider the highlighted layer in the Contents pane; it copies any selected features and rows when a map or table has focus. By selecting a layer in the Contents pane, you are giving focus to the Contents pane and taking focus away from the map.Steps to Reproduce
