This is as designed. Using the Vary symbol by attribute set, the overall size of the symbol varies, such as the size (Line Width) property shown in the Symbol pane (the one with the paintbrush icon). When the symbol includes a stroke symbol layer and a marker symbol layer, the two have a relative size relationship, and the overall size is taken from the two together. Removing one or turning it off, the overall size is taken from just the one remaining.Workaround
Connect the size properties of individual symbol layers to a filed to work with the symbol layers independently.Steps to Reproduce
