This is the designed behavior for Experience Builder data usage - see the topic of 'Use Data' in the official doc (https://doc.arcgis.com/en/experience-builder/build-apps/select-data.htm#ESRI_SECTION1_63589EFFF4BF4E128652260B89A604D5): "In addition, filters on the default data view affect all widgets that use the data or its views. Filters on a specific data view only affect widgets that use the same data view." The two filters on two pages use the same data source, so the observed behavior is by design. If other cases are desired, please utilize the data view function.
