In the Zonal Statistics tools, when the Current Workspace is set to a folder, the Scratch Workspace is set to a .gdb, and the zone input is a feature class, the temporary raster created from the feature class (necessary to complete the tool) is written to the Current Workspace rather than the expected Scratch Workspace. When both the Current Workspace and Scratch Workspace are set as folders, the temporary raster created from the feature class (necessary to complete the tool) is written to the Scratch Workspace as expected. The GRID file in either instance is not deleted.

Workaround

1. Convert the feature class used as the feature zone data to a raster using the Feature to Raster tool. For more information, refer to the following link, <a href="http://desktop.arcgis.com/en/arcmap/10.4/tools/conversion-toolbox/converting-features-to-raster-data.htm" target="_blank">http://desktop.arcgis.com/en/arcmap/10.4/tools/conversion-toolbox/converting-features-to-raster-data.htm</a>.2. Use the raster output as the input to the Zonal Statistics tools.
