Additional Information
The Summary Statistics tool, as well as most analysis tools, use the field's value. Even if there's a subtype associated with the field, use the field's value. The reason being that it may not make sense or be desirable to transfer the subtype to the resulting feature class or table. This additional work would slow down the analysis, and finally certain formats, such as shapefile and GeoPackage, do not support the geodatabase subtype.
Workaround
Revert to ArcGIS Pro 3.2.2.
