In the Spatial ETL tool, if the coordinate system is NULL, the conversion fails in the Property Set Definitions because no projection can be performed on the data.

This is resolved in ArcGIS Pro 2.0.

Workaround

Set the Create Property/Quantity. Set the Definition Features parameter to No in the IFC reader.
