Workaround

Instead of creating a separate application as an editor for the main Park Locator web app, remove and re-add feature layer to the original Park Locator web map seems to solve the website link and missing feature issues.
  1. Install the ArcGIS Solution add-in and deploy the Park Locator to ArcGIS Online (https://solutions.arcgis.com/local-government/help/park-recreation-locator/get-started/install-addin/)
  2. In ArcGIS Online, open the 'Park Locator' web map in Map Viewer.
  3. Remove all the layers.
  4. Click Add > Search for Layers > Add ‘ParkRecreationFacilities’ to Map > Save.
  5. Go back to Content. Edit the Park Locator Web Map Application.
  6. Go to the Widget tab. Set the widgets in this controller, add Edit widget and enable all editable layers. Click OK.
  7. Click the Edit widget on the top right. Add the ‘Boat Launches’ feature and insert the working website link for ‘Website’ in the pop-up.
  8. Repeat Step 7 with ‘Gold Courses’ and ‘Park and Recreation Facilities’. Click Save and Launch.
  9. In the web application, click any feature. Click the Website link in the pop-up. The website opens correctly in a new tab.
