Bug
In the new web map viewer and ArcGIS Experience Builder (Esri ArcGIS Maps SDK for JavaScript 4.x), when a line feature label exceeds 43 characters, the label position settings are not respected, and the label is displayed horizontally instead of on the label.

Workaround
Currently there is no workaround; the only way to display the label correctly is to use Map Viewer Classic and ArcGIS Web AppBuilder.
