In the new Map Viewer, when viewing an on-demand cached image service at certain scales, certain areas of the map are not visible.

Additional Information
The on demand tile creation workflow requires time to create the tiles being accessed by the user. Upon review of the case and the defect, it appears that not enough time is being given for tiles to be constructed and displayed.
