Workaround

Add the feature layer instead of the entire map service URL.1. Open a Portal for ArcGIS 10.5.1 web map.2. Add layer from web.3. Add the specific layer. 4. Apply a filter. 5. Open the attribute table; the table is filtered matching the layer.
