Due to the Google Chrome browser limitations on the security aspects, there is no quick solution to fix the issue without bringing up more security risks for the Embed widget. As a workaround, install a Chrome extension such as PDF Viewer.Workaround
Create a button in ArcGIS Experience Builder and add the ArcGIS REST API endpoint URL as a link.
