Bug
In the Filter widget in ArcGIS Web AppBuilder 10.8.1, when the list values for the expression is set to 'Values filtered by all other expression', the list is reset to 0 after clicking the drop-down list again.

Workaround
To avoid the values from resetting, use 'Values filtered by previous expressions' for the expression list values parameters.
