In the exported result of a Query operation in ArcGIS Server for Java(10), the .KMZ (.zip) contains doc.kml but not the .png file.

Workaround

Works with map service created using MXD. If you do the above steps with the MXD map document, you will see the .PNG file is included in the extracted folder.
