In the Export pane under the Fonts section, when the 'Convert character marker symbols to polygons' check box is unchecked, a plus–minus symbol (±) is displayed instead of the north arrow.

This issue is not reproducible in 3.1.2. The 'Convert character marker symbols to polygons' option is working as expected in the described scenario. If the north arrows are marker symbols, the check box must be checked for the expected output.Workaround
Check the 'Convert character marker symbols to polygons' check box.
