In the Compare template application, the legend and pop-up windows fail to appear if a web map has a polygon feature layer with a No Fill color and only has the outline set as the symbology.

Additional Information

This issue is not reproducible in the current development version of ArcGIS Online, which is set to release in March.

Workaround

Set the Fill symbology for the polygon layer in the web map and set 100% transparency on the layer.
