The polygon with ObjectID (OID) = 3 is not simple. It consists of a single ring that has a self-tangency. According to the Open Geospatial Consortium (OGC) specification, polygon rings must be simple. A simple ring cannot pass through the same vertex more than once, which is not the case here. After repair using the OGC option, the polygon will consist of two rings—an exterior ring and a hole—and will then conform to the OGC's definition of a simple polygon. The polygon with ObjectID (OID) = 2 consists of two rings that touch at a single vertex, which qualifies as a simple polygon according to the OGC specification.
