In the ArcMap Layout view, snapping is not exact when using centimeters as a guide layout.

Additional Information

The reported position of an element anchor point as shown in the Size and Position tab of the Element Properties displays to the fourth decimal, while the value seen in the interactive display window shown when setting the position of the guide only shows two decimals. The difference is likely due to rounding in setting the guide. Currently, there is no plans to address this ArcMap limitation. ArcGIS Pro allows user to position guides past the second decimal the 'Add Guides...' context menu command off the ruler which brings up a dialog where user can specify the position. The position of the element anchor should reflect this value up to four decimal places.

Workaround

Define the exact location of the drawing to the desired XY position in the Properties > Size and Position tab > Position.
