In the ArcGIS Utility Network data, feature-linked annotations for a line feature class with the option to update annotation when the feature's shape is modified and unchecked do not change position when both the feature and the annotation are modified simultaneously.

There are no near-term plans to address this issue in ArcGIS Pro. In the current software ArcGIS Pro 3.7/ArcGIS Enterprise 12.2 with branch versioned data enabled with version management capabilities, the feature-linked annotation will move with the feature. To properly fix this for ArcGIS Pro use cases with non-branch-versioned data, an enhancement would be needed on the feature service.Steps to Reproduce
