In the ArcGIS Pro Symbology pane, changing the color scheme for the unique values symbology only happens for one value, not the entire list, due to an automatic selection placed on the first row of the symbology classes.

Additional Information

This issue arises because the selection of symbol classes experience is not well-managed in ArcGIS Pro 3.5 and earlier.

Workaround

Click the Clear Selection button in the Classes tab of the Symbology pane to deselect all classes so the scheme is applied to all classes. Alternatively, hold the Ctrl key and click to select only the classes to which the scheme will apply.
